
S&K partnered with FEMA to revise three key instructor-led training courses: Emergency Management Framework for Tribal Governments, Emergency Operations for Tribal Governments, and Mitigation for Tribal Governments. This project involved updating course content based on focus group feedback, aligning activities with the Roaring River Indian Community, and ensuring compliance with the latest Emergency Management Institute (EMI) standards.
The revisions included updates to student manuals, resource guides, and instructor guides to equip tribal representatives with the knowledge and strategies needed to enhance their Emergency Management programs. S&K managed the project, developed assessments, and produced all materials within FEMA’s Learning Content Management System (LCMS). Our experts in instructional design, emergency mitigation, and tribal governance worked to restructure content, create new exercises, and incorporate multimedia aids while ensuring alignment with EMI standards.
S&K’s team included instructional designers, editors, graphic artists, media specialists, and technical writers. With a rich history in this area, S&K developed the original FEMA curriculum in the early 2000s, which was first delivered to tribal representatives in January 2002.
S&K provided comprehensive project management, technical writing, audio/video editing, and created training vignettes and graphics, all adhering to EMI guidelines and 508 compliance. Our Program Manager led the project, delivering monthly status reports, conducting assessments, and facilitating bi-weekly meetings to ensure progress and alignment with objectives. Through this collaboration, S&K and FEMA are strengthening emergency readiness for tribal nations across the U.S.turing Sources and Material Shortages (DMSMS) for military equipment.
